Miscellaneous Service Rendered By Consulate

(Under Miscellaneous Services CGI, Houston is offering following Services: Attestation of Documents, Attestation of Power of Attorney, Affidavit for Child’s Passport to be issued in India, Marriage Certificate, Life Certificate, Birth Certificate, Police Clearance Certificate, NRI Certificate, NORI I, NORI III, Death Documents Attestation -Transportation of Ashes/Mortal Remains to India, Attestation of will, Registration of Birth etc.)

Following is the Consular jurisdiction of the Consulate: Kansas,Louisiana,Nebraska,Arkansas,Colorado,New Mexico,Oklahoma,Texas Applicants only from these states may apply at the Consulate General of India, Houston. Please apply strictly as per your jurisdiction for which you have verifiable proof of address.

Apostille Convention: The Hague Convention, to which India and USA are signatories, abolishes the requirement of legalization for Foreign Public Documents. With the certification by the Hague Convention 'Apostille', the document is entitled to recognition in India and vice versa and no certification by the Consulate of India is required.The Convention applies to public documents which have been executed in the territory of one Contracting State and which have to be produced in the territory of another Contracting State.

The Consulate does not certify the genuineness of any document issued by authorities in India. If any document issued by authorities in India (such as birth and death certificates, affidavits, educational documents/diplomas, marriage certificate and Driving License, etc.) are required to be presented to authorities in the USA, these should be apostilled in India. It is not mandatory that the apostilled documents should be attested by the Consulate officials before presenting it to authorities in India.

PLEASE NOTE

    • CGI, Houston has no agents for rending these services and applicants should approach the Consulate directly.
    • The Consulate reserves the right to reject attestation of documents, the contents of which are objectionable or contrary to the Rules.
    • No Commercial Documents are attested by the Consulate. The same should be apostilled from the US Government Authorities for presenting in India.

GENERAL INFORMATION

A. Local documents like bank statement, salary statement, employment letter of the applicant, Driving License, etc. need to be Notarized and uploaded by the applicant and only signature of the applicant will be attested. On each document to be attested, applicant will mentionI TAKE FULL RESPONSIBILITY FOR THE CONTENTS OF THE DOCUMENT”. After that applicant will put his full name and signature (as per passport) on each document submitted for attestation.

B. For attestation of Indian passport, Driving License, Pan Card, Adhar Card, Voter ID, Educational documents etc., applicant may submit Notarized copy of the same. Documents which are not apostilled from India will not be authenticated by Consulate. Such documents will only be attested as ‘True Copy Attestation Only”. On each document to be attested, applicant will state that “I TAKE FULL RESPONSIBILITY FOR THE CONTENTS OF THE DOCUMENT” and write full name and sign, as in the passport.

C. List of documents valid as a proof of Address/Residence (Copy of any one of following):

      • US Driving License OR
      • Utility Bill OR
      • Lease Agreement OR
      • State Identity Card OR
      • Mortgage Deed

D. Proof of US Visa Status (Copy of any one of the following):

      • Visa page of Passport (i.e. H1B, H4, L1, L2 etc.) OR
      • Green Card OR
      • Employment Authorization Document (Work Permit) OR
      • I-797, I-140 or I-20 (If approval is pending, attach a handwritten note detailing the efforts being taken to regularize status)

How to apply?
You have below mentioned two options to apply for Misc. Services; you can choose any one of below-mentioned options.

1. Apply for Misc. Service through eCCSS Portal.

      • Once you are ready to apply for Misc. Service, please click on below mentioned “Apply for Misc. Service through eCCSS Portal” tab and the system will redirect you to eCCSS portal.
      • Please check the required documents, fees, etc. for particular misc. service without registering on eCCSS portal. Once you are sure that you would like to avail particular Misc. service please follow the below steps.
      • Signup and create your account using the New User Tab. Activate your account using OTP received on your registered email ID.Please login into your account and apply for the required service. Users can also avail multiple services with the same account. After selection of the service, please upload the necessary documents on eCCSS portal.
      • On successful submission of the documents, an electronic acknowledgment will be generated, which the applicant can print after logging in to his/her account.
      • After scrutiny of the documents by the Consulate, the applicant will receive a confirmation for payment of fees, which can be seen in the dashboard of his/her account.
      • On receipt of confirmation for payment of fees, the applicant is required to pay the required fees
      • Payment of fee can be paid through Cashier’s cheque/Money Order/Demand Draft. Please send your application to the consulate along with Cashier’s cheque/Money Order/Demand Draft as instructed below. (Please Note: As of now, online payment mode is not available in eCCSS module).
      • How to send Physical copy of the application to Consulate: Regardless of your mode of payment of fees, the applicant is required to send a physical copy of the submitted application form, fees in form of Cashier’s cheque/Money Order/Demand Draft (whichever is applicable), copies of documents OR notarized copies of the documents and a return envelope to the Consulate by Mail/Post: Consular Wing (Misc. Service), Consulate General of India, 4300 Scotland St,Houston,tx,77007.
      • The notarized copies of the documents will be matched and verified with the uploaded documents. On verification of the same, service will be provided to the applicant.

2. Miscellaneous Services

Applicants for Miscellaneous Services may visit/MAIL the Consular Wing of the Consulate General of India, Houston  at  4300 Scotland Street,Houston,Texas,77007 on any working day (except declared Holidays) between 09.30 AM - 12.30 PM. There is no need to take an appointment and the service will be on first come first serve basis.

Owing to the growing spread of COVID19, it has been decided to stop the walk-in Miscellaneous Consular Services at the Consulate General of India, Houston with effect from March 16, 2020. The services will continue to be provided through Postal mail/shipping.

Applicants while forwarding applications by postal mail for all kinds of consular services may send only notarized copies of Passport and address proof. No originals required to be sent by post. However, for death documentation the passport in original of the dead person must be presented. The rest of the directions may please be seen in the relevant links of the respective services

Fee is to be paid by cashier’s check or money order drawn only in favor of "Consulate General of India". There should be a separate cashier's check or money order for ICWF Fee. Cash payment is also accepted at the counter of the Consulate. Applicants are requested to come with EXACT CHANGE for efficient services. (CURRENCY NOTES ONLY. NO COINS WILL BE ACCEPTED) 

Before the visit to seek the required service, applicants must be ready with complete application form and the required documents, as listed under each service category.

"Please note No Commercial Documents are attested by the Consulate. The same should be apostilleded from US Government Authorities for presenting  in India."

 It is mandatory for the documents issued by the US Government authorities to be apostilled by the relevant authorities in the USA before presenting the document for attestation at the Embassy.

The Consulate  reserves the right to reject attestation of documents, the contents of which are objectionable or contrary to the Rules.

General Guidelines for Miscellaneous Services:

• When applying in person, please carry original and one photocopy of specified supporting documents along with filled up Miscellaneous Application Form.

• When applying by mail, please ensure to send original and one photocopy of specified supporting documents along with Miscellaneous Application Form and $20/- cashier's check or money order fee for return mail. Note: Bank/credit card/mobile phone statements are not accepted as residence proof. In case the Consulate receives applications with incomplete documentation, the same would be sent back unprocessed using the postal charges sent along with the application.

• Fees: When applying by mail, specified fees must be paid only as Money order/ Cashier's check drawn in favour of "Consulate General of India,Houston".All fees specified and the payment of additional fee of $2.00 (Two Only) towards Indian Community Welfare Fund (ICWF) must be drawn a separate  Money order/Cashier's check. ALL FEES ARE NON-REFUNDABLE. PERSONAL CHEQUES, CREDIT CARDS, DEBIT CARDS OR OTHER BANKING INSTRUMENTS ARE NOT ACCEPTED
